Re: Operating Budget
The Department of Finance, the Department of Public Works and the Fire Department
have been awarded federally derived funds from the Hawaii State Emergency
Management Agency under the Fire Management Assistance Grant Program. These
funds will be used towards costs associated with the Mana Road Fire that occurred in
August 2021.
Enclosed is a resolution to enter into agreements to accept these funds. Also enclosed is
a bill for an ordinance amending the Operating Budget by appropriating a FMAG—Mana
Road Fire grant in the amount of$1,000,000.
The Departments request that this resolution and bill be waived from the Finance
Committee and placed on the on the October 6, 2021 Council agenda in order to expedite I
the receipt of funds. If there are any questions, please do not hesitate to call Kay Oshiro

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into 3 agreements with the Hawaii Emergency
Management Agency (HI-EMA) regarding the Mana Road Fire for the Department of Finance, Fire and
Public Works.
Prepare an ordinance to appropriate $1,000,000 in federal monies (75%). The 25% County Match will come
from existing operational accounts.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
As a result of the Mana Road Fire with an incident period of August 1-3, 2021, the County applied for and
qualified to receive federal financial assistance under the Federal Emergency Management Agency's
(FEMA) Fire Management Assistance Grant Program (FMAG). The County is still gathering cost data but it
is estimated that an additional $1.25 million may be needed.
Due to the timelines involved with the various agencies, we are asking that the Finance Committee reading
be waived.

RE: RESOLUTION NO. 214-21 : RESOLUTION AUTHORIZING THE OFFICE
OF THE MAYOR TO ENTER INTO AGREEMENTS WITH THE HAWAII
EMERGENCY MANAGEMENT AGENCY.
BILL NO. 73 : AN ORDINANCE TO AMEND ORDINANCE NO. 21-38, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII
FOR THE FISCAL YEAR ENDING JUNE 30, 2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
