PUBLIC ON AGENDA ITEMS: The Chair called Dwight Vicente, who registered to speak in regards to Comm. 176.5 and Bill 66 (Comm. 386), and came forward when called. COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 176.5: REQUESTS A PRESENTATION OF THE SEPTEMBER 2021 HAWEO AWARD CERTIFICATE TO THOMAS CHUN-MING, SERGEANT—HAWAI`I POLICE DEPARTMENT From Council Member Holeka Goro Inaba, dated August 13, 2021. Motion to Close File: Ms. Lee Loy moved to close file on Comm. 176.5. Seconded by Ms. David. PRPSC-15 September 21,2021 CHR. INABA: At this time, I'd like to call up Sergeant Chun-Ming as well as Lieutenant Robert Pauole to the front table. You can please join us here at these two front seats. As you folks know, we usually do this in our first meeting of the month but being that Sergeant Chun-Ming works here on the west side we held it to our Kona meeting so that he didn't have to drive to Hilo. But good morning, gentlemen, and thank you so much for being here. I'd like to hand it over to Lieutenant Pauole,just to kind of explain why we're here today and especially why Mr. Chun-Ming is here. And if you could please press the button, pull the mic close to you, and identify yourself for the record. CERTIFICATE OF (Note: At this time, the September 2021 HAWEO Award was presented to APPRECIATION: Sergeant Thomas Chun-Ming, of the Hawai`i County Police Department in recognition of going above and beyond the call of duty and service to the community. Lieutenant Robert Pauole came forward and provided statements regarding his acts of heroism. Chair Inaba provided a celebratory Hawaiian Chant.) CHR. INABA: Mahalo nui. Page 2 PRPSC-15 September 21,2021 ORDER OF The Chair directed the Council to proceed to the nest order of business, RESOLUTIONS: Order of Resolutions. (There were none.) BILLS FOR The Chair directed the Committee to proceed to the nest order of business, ORDINANCES: Bills for Ordinances. Bill 66: AMENDS CHAPTER 15, ARTICLE 7, SECTION 15-63, OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO THE VETERANS ADVISORY COMMITTEE Replaces the word "chairman"with "chairperson" and requires the chairperson to have served in the United States Uniformed Services. Reference: Comm. 386 Intr. by: Mr. Inaba and Ms. Lee Loy Motion to Approve: Ms. Lee Loy moved to recommend passage of Bill 66 on first reading. Seconded by Ms. David. CHR. INABA: Do we have anyone in Hilo Chambers at this time from Parks and Recreation? (Note: At this time, Deputy Parks and Recreation Director Michelle Hiraishi came forward to address the members of the Committee.) MS. HIRAISHL Aloha, good morning. This is Michelle Hiraishi calling in by Zoom. CHR. INABA: Good morning, Deputy. I'll hand it over to you if you'd like to share about this bill. MS. HIRAISHL Yes. So the most recent change to this bill, what the committee would really like to do is make sure that the chair of the committee has served in the uniformed services. They're allowing for non-active duty personnel or non-uniformed services personnel to be part of the committee but that we would like for the chair to actually past served in one of our armed services or our uniformed services which allows for coast guard also. So that's the change that we're requesting this morning. CHR. INABA: Mahalo, Ms. Hiraishi. Any discussion here in Kona or—well I'll hand it over to Ms. Lee Loy first if she has anything. MS. LEE LOY: Thank you, Chair. And thank you, Deputy Director, for being here and for your service also. If my colleagues recall, Council Member Inaba Page 3 PRPSC-15 September 21,2021 and I had introduced a bill to expand the membership of the Veterans Advisory Committee. And then we did kind of a half a step, because they wanted to ensure that not only did they have enough at-large members but they would maintain the 51 percent in military service. At that time they also asked that the chair also be recognized from military service. And we tried to incorporate that. Council Member Inaba and I tried to incorporate that in the previous bill, but this was in the next section. So that's why this is kind of a two-step going on. But we also want to thank Legislative Review Branch because we actually were able to clean up this section with gender-neutral recognitions. And so that's what Bill 66 does. As the Deputy Director mentioned, it's to allow the chair of the Veterans Advisory Committee to be of military service, but also cleans up this section to be gender-neutral. I would like Mr. Inaba to actually also offer because there a bunch of email exchanges between myself, him, and the Advisory Committee. But I yield at this time. CHR. INABA: Mahalo.
