Your Committee on Finance, to which was referred Resolution No. 200-21, reports as follows:
Resolution No. 200-21,transmitted by Director of Finance Deanna S. Sako via Communication No. 389
dated September 2, 2021, authorizes the Office of the Mayor to enter into an agreement with the
University of Hawai`i.
This resolution provides $15,000 from the Department of Research and Development to the University
of Hawai`i to fund its "Prevention and Management of Little Fire Ants in Farms"program.
Research and Development Economic Development Specialist Glenn Sako provided an overview of the
resolution. Director Douglas Adams added that the program is one of several conducting work on
invasive species through innovation grant awards.
Committee Member Ashley L. Kierkiewicz asked Mr. Sako to clarify whether the program's stakeholder
list would be drawing from existing data. Mr. Sako stated that the program has already been working
with various base organizations.
Pursuant to Section 46-7, Hawai`i Revised Statutes, and Section 13-13, Hawai`i County Charter,the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other
counties,the State, or the United States government for functions or activities which the County is
authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 200-21, and
recommends its adoption.
