Your Committee on Finance,to which was referred Resolution No. 201-21, reports as follows:
Resolution No. 201-21,transmitted by Director of Finance Deanna S. Sako via Communication No. 390
dated September 2, 2021, authorizes the Office of the Mayor to enter into an agreement with the
University of Hawai`i.
This resolution provides $21,166 from the Department of Research and Development to the
University of Hawai`i to fund its "Examining Korean Natural Farming in Hawai`i Floriculture
and Foliage—Year 2"program.
Research and Development Economic Development Specialist Glenn Sako provided an overview of the
program and funding need.
Committee Member Ashley L. Kierkiewicz requested that Mr. Sako provide the Council with a
progress report on the first year of operations in order to gauge the return on investments. Mr. Sako
stated that he will request a progress report, though since anthuriums are slow-growing plants, the
impact would be judged primarily by the health and quality of the plants. Research and Development
Director Douglas Adams stated that he could also provide the final reports for the program's first year
to the Council.
Pursuant to Section 46-7, Hawai`i Revised Statutes, and Section 13-13, Hawai`i County Charter, the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other
counties, the State, or the United States government for functions or activities which the County is
authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 201-21, and
recommends its adoption.
