Your Committee on Finance,to which was referred Resolution No. 202-21,reports as follows:
Resolution No. 202-21,transmitted by Director of Finance Deanna S. Sako via Communication No. 391
dated September 2, 2021, authorizes the Office of the Mayor to enter into an agreement with the
University of Hawai`i.
This resolution provides $21,200.10 from the Department of Research and Development to the
University of Hawai`i to fund its "Evaluating Garlic Production in Hawai`i County"program.
Research and Development Economic Development Specialist Glenn Sako provided background on the
program and the funding need.
Upon request by Committee Member Ashley L. Kierkiewicz, Mr. Sako confirmed that the three
locations would be in the fields, rather than in controlled climates.
Committee Member Herbert M. "Tim"Richards III asked Mr. Sako if this program involves potentially
developing the garlic export market. Mr. Sako stated that it may be too early and that he would let the
industry determine viability.
Pursuant to Section 46-7, Hawai`i Revised Statutes, and Section 13-13, Hawai`i County Charter,the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other
counties, the State, or the United States government for functions or activities which the County is
authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 202-21, and
recommends its adoption.
