RE: Capital Budget
Enclosed is an ordinance to add to Kapiolani Street and Ululani Street Reconstruction project as
an Engineering Division Project within the South Hilo Fuel Tax District. The project will
improve roadway safety; replace cracked, damaged and sliding asphalt concrete pavements;
provide and improve accessibility for the disabled and elderly persons; and improve the drainage
situation in the area.

Amend Ordinance 99-71 to add Kapiolani Street and Ululani Street Reconstruction Project. This
project is to be funded from Fuel Tax Increment IV, South Hilo District, established in Ordinance
97-134.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The addition of this project is necessary for reconstruction to improve roadway safety, replace
cracked, damaged, and sliding asphalt concrete pavements. Reconstruction will also provide
and improve accessibility for the disabled and elderly persons, and improve the drainage
situations in the area.
Work to include the reconstruction of Kapiolani Street and Ululani Street from approximately
Ponahawai Street to Waianuenue Avenue, and a portion of Ponahawai Street between Kapiolani
Street and Ululani Street; signalization of Kapiolani Street / Ponahawai Street intersection,
construction of concrete sidewalk, curb, gutter, curb ramps, pipe railing, and CRM walls;
drainage improvements including construction of drywells and catch basins; adjustment of
existing utilities, removal and installation of roadway signing and striping; and other incidental
work items.
