SOLUTION NO. 233 21
A RESOLUTION TRANSFERRING/APPROPRIATING A APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAII
CULTURAL COUNCIL FOR REIMBURSEMENT OF EXPENSES ASSOCIATED
WITH THE INSTALLATION OF FENCING.
WHEREAS, the East Hawaii Cultural Council (EHCC) is a 501(c)(3) nonprofit
organization for the East Hawaii Cultural Center whose mission is to give voice to the cultural
and artistic expressions of the diverse communities on Hawaii Island; and
WHEREAS,providing a safe space to congregate and foster creative skills in the arts is
critical to maintaining community character and lifting up local artists and youth in our creative
industries; and
WHEREAS, the East Hawaii Cultural Center has experienced an increasing number of
security incidents on their premises, including serious injury to someone who stopped a break-in,
theft of a substantial amount of art supplies, and disturbances by intruders during classes; and
WHEREAS, EHCC is requesting a reimbursement of expenses associated with the
installation of a fence to improve security and reduce the risks of theft and disturbances at the
East Hawaii Cultural Center; and
WHEREAS, the Department of Parks and Recreation works to provide a diversified
recreation program that addresses the needs and interests of the respective communities in a safe
environment with zero tolerance for illegal drugs and violence; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Parks and Recreation to provide a grant to the East Hawaii Cultural Council for reimbursement
of expenses associated with the installation of fencing at the East Hawaii Cultural Center.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
