STATE3 SPF�F'NpJ` SOLUTION NO. 234 21 A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAII CULTURAL COUNCIL FOR ITS NEW MENTORSHIP PROGRAM, "ART FORWARD." WHEREAS, the East Hawaii Cultural Council (EHCC) is a 501(c)(3) nonprofit organization whose mission is to give voice to the cultural and artistic expressions of the diverse communities on Hawaii Island; and WHEREAS,providing a safe space to congregate and foster creative skills in the arts is critical to maintaining community character and lifting up local artists and youth in our creative industries; and WHEREAS, EHCC is starting a new mentorship program called"Art Forward"to provide opportunities for high school students to conceive and complete their own art projects with one-to-one instruction; and WHEREAS, EHCC is requesting funds for instructor fees, art supplies, and other miscellaneous expenses associated with its new mentorship program; and WHEREAS, the Department of Parks and Recreation works to provide a diversified recreation program that addresses the needs and interests of the respective communities in a safe environment with zero tolerance for illegal drugs and violence; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Parks and Recreation to provide a grant to the East Hawaii Cultural Council for its new mentorship program, "Art Forward." BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
