A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE EAST HAWAI‘I
CULTURAL COUNCIL FOR REIMBURSEMENT OF EXPENSES ASSOCIATED WITH THE INSTALLATION OF FENCING.
WHEREAS, the East Hawai‘i Cultural Council (EHCC) is a 501(c)(3) nonprofit organization for the East Hawai‘i Cultural Center whose mission is to give voice to the cultural and artistic
expressions of the diverse communities on Hawai‘i Island; and
WHEREAS, providing a safe space to congregate and foster creative skills in the arts is critical to maintaining community character and lifting up local artists and youth in our creative
industries; and
WHEREAS, the East Hawai‘i Cultural Center has experienced an increasing number of security incidents on their premises, including serious injury to someone who stopped a break-in, theft
of a substantial amount of art supplies, and disturbances by intruders during classes; and
WHEREAS, EHCC is requesting a reimbursement of expenses associated with the installation of a fence to improve security and reduce the risks of theft and disturbances at the East Hawai‘i
Cultural Center; and
WHEREAS, the Department of Parks and Recreation works to provide a diversified recreation program that addresses the needs and interests of the respective communities in a safe environment
with zero tolerance for illegal drugs and violence; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Parks and Recreation to provide
a grant to the East Hawai‘i Cultural Council for reimbursement of expenses associated with the installation of fencing at the East Hawai‘i Cultural Center.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
