A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOʻŌLA VETERAN SERVICES
FOR ITS HAWAIʻI FARM-TO-CAR PROGRAM.
WHEREAS, Hoʻōla Veteran Services (dba Hoʻōla Farms) is a 501(c)(3) nonprofit organization whose mission is to provide veterans, caregivers, and their families the opportunity to reconnect
with themselves, each other, and the earth by providing agricultural training, hands-on educational opportunities, and therapy options; and
WHEREAS, the COVID-19 pandemic has created obstacles and barriers for local farmers to deliver and sell produce to customers; and
WHEREAS, Hoʻōla Veteran Services has taken over the Hilo County Farm Bureau’s Hawaiʻi Farm-to-Car program to help farmers and local residents stay safe by providing an online farmers
market with a weekly, curbside pickup at Puna Hongwanji Mission; and
WHEREAS, the Hawai‘i Farm-to-Car program is free for farmers and producers to join, and Hoʻōla Veteran Services provides assistance to new vendors who may need help with applying for
their General Excise Tax Liscense; and
WHEREAS, Hoʻōla Veteran Services is requesting funds for facility fees, signs, printing, bags, and other miscellaneous expenses for its Hawaiʻi Farm-to-Car program; and
WHEREAS, the Department of Research and Development supports the development of a local economy that is diverse, stable, and in balance with Hawai‘i’s ecology, community character, and
cultural heritage; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide
a grant to Hoʻōla Veteran Services for its Hawaiʻi Farm-to-Car program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
