Dear Chairman Arakaki and Council Members:
It is my pleasure to submit the nomination of Francis E. Smith of Council
District 4 to the Hawaii County Planning Commission to replace Leonard S.
Tanaka of Council District 3, whose term will expire on December 31, 1999.
Mr. Smith is a lifetime resident of Hawaii and since 1989, has been self-
employed as a safety consultant. He is a member of the U.S. Coast Guard
Auxiliary. He states that he has no affiliation to any political party.
If approved, Mr. Smith will serve a term to end on December 31, 2004. Your
review and favorable recommendation would be appreciated.
