Res. 190-21: URGES THE HAWAII STATE LEGISLATURE TO CONTINUE PURSUING LEGISLATION THAT ENCOURAGES THE DEPARTMENT OF EDUCATION TO DEVELOP A CURRICULUM FOR FINANCIAL LITERACY AND INCLUDE THESE TEACHINGS AS A COURSE REQUIREMENT FOR EACH STUDENT BY 2022 Urges implementing a curriculum of practical courses in financial skills which would provide young adults knowledge of services and tools available to help achieve financial stability. CHUNG: Mr. Kaneali`i-Kleinfelder. MR. KANEALII-KLEINFELDER: Thank you, Chair. We did have a good discussion regarding Resolution 190 at Committee. I look forward to everyone's continued support. I have been reached out to by a number of different organizations who expressed their support for the resolution but, more so, were able to offer opportunities for different schools in our districts,possibly across the island as well. So, I think it's important. We need to really focus on sustainability for our community, and financial literacy is a good opportunity for our children as far as the curriculum required for graduation. I think this is a great step. And I believe it sounds like the Legislature is working on it as we speak. So, this just lends support to the State. Thank you for your support today. Yes, I just actually had a quick question for Council Member Kaneali`i-Kleinfelder. Matt, were you able to speak with Page 3 Hawaii County Council-23 September 22,2021 anyone at DOE(Department of Education) or any of the State Reps. (Representatives) and get a sense of why the piece of legislation last session didn't move forward? I know that was part of our discussion last time. MR. KANEALI`I-KLEINFELDER: I did look back through the records in just trying to get a feel for what happened, and it seems a little convoluted as far as who supported it, who didn't, or why it didn't move to the legislation. I would go as far as to say there might be some politics involved between the different organizations at the State level. But again, I just feel like from this standpoint just urging them to make this a priority and just lending our voice to that model, versus being quiet, is the best way to proceed. MS. KIMBALL: Thank you, Chair. That's all I have. ACTING CHR. CHUNG: Thank you. Ms. Lee Loy, do you have any Intel? MS. LEE LOY: Actually, I wanted to thank Mr. Kaneali`i-Kleinfelder. I see in our pinkie (folder) we have Communication 365.2, which actually is the financial literacy final report. And I was just curious as to why, like we did with other resolutions, you didn't attach this as more information and support to the resolution that you've authored,just like we did with broadband, or Chair David did with the, I think it was theoh, I can't think of it right now, but I think I've seen other Council Members attach a lot of background material to their resolution that provided more substantive information so as we transmit these resolutions to the various parties as outlined in the resolution, they understood what our goal was. I guess everybody has their own styles of preparing resolutions, but I just thought maybe if you had some Intel from the Legislature or anything that you could share with us. No? And this is part of the whole COVID (coronavirus disease), the whole, kind of, getting back into a normal life. And North Kohala Resource Center is a very strong pillar of the community. So, this is just, again, to help the community. Specialized kids don't have a lot of resources available to them. So, this has helped them get back to a"normal." BURIAN: Thank you very much. Good morning. My name is Major Andrew Burian. Excuse me yup, this is covered under the B-52 or described under the B-52, but I can give you some background. When we have heavy rains—and this was really exacerbated during Hurricane ACTING CHR. CHUNG: Lane. MR. BURIAN: When we had the heavy rains—our basement floods, first floor floods. And it's right outside the electrical room as well. So, it really creates some problems. If that was to short out the system, that's where our dispatch that provides power to our dispatch. So, that really creates some big problems. So, we'd like to alleviate that by drainage improvements as well as covering over the mezzanine because a lot of the water comes from that area. This is only Phase 1 of the project. This is a total of an approximately $2.5 million project. I've talked to our finance section. They're not sure where the rest of the money will come from, but just to put that out there. Hopefully, this will be able to proceed. But this is only Phase 1. This is for the architect. MS. KIERKIEWICZ: Right, for the design process. Thank you, Major. MR. BURIAN: Yes, MS. KIERKIEWICZ: Let's stay in touch with HI-EMA (Hawai`i Emergency Management Agency) on this one because if there are additional hazard mitigation funds available from Federal government, let's be design-ready to go after them. Horace Farr from Hawaii County Office of Aging, Executive on Aging. We're just here to provide any information if anybody has but these are funds that have come to us from the Administration on Community Living. They're our, I guess, core funds, so to speak, but they come down through Administration for Community Living. So, they're separated and they come directly to the State and then to us. So, same guidelines, a little stricter, and some of the things are carved out for vaccinations and maybe boosters if that comes up. We'll be having a meeting with the State on Friday and all the other counties to get the more final guidelines on what exactly we can, or what leeway we have in using these funds. But basically, it's our Older Americans Act services. MR. KANEALI`I-KLEINFELDER: Thank you, Mr. Farr. A lot of our kupuna are very at-risk right now that's obvious. Any thought towards doing—I've seen other municipalities doing a, kind of, wellness app for some of the seniors, you know,just basic vitamins to keep their immune systems up. MR. FARR: Some of it we can use for education and getting services. Where we're having our biggest issues right now is capacity, finding providers or having our providers be able to provide the services. I mean, there's a number of factors for that. Basically, COVID is one of the big issues in getting employees or getting the okay to get into homes to provide some of those services. And the guidance that has been given puts a lot of strain on the resources. So, we're dealing with that. So I guess, in a sense, it's not so much of a money issue, but we're trying to wrestle with the capacity issue to make sure that the services can get provided. And working within the guidelines that the State has set up for us and the Administration for Community Living. So, it's even tighter than the CARES (Coronavirus Aid, Relief, and Economic Security)Act money that came last year. So, these monies are a lot tighter. So, it's just making it a little more tough to get it spent. And so, we're encouraging all of our providers to use our money first, especially our County providers. Use our money first. Federal and State money before County money. So, we're encouraging all of that and working with them to get that to take place so that we can expend these funds. I'm reading the B-52 and it talks about shifting healthy aging programs to electronic formats. I'm just curious if some of that funding can be used to deliver digital literacy programs to kupuna who may not be super proficient with using a tablet or a computer and navigating those online systems. MR. FARR: So, that's part of the—it would be—for Better Choices Better Health, it would probably have to include it in there. If they participate in the program and they're coming across that problem, then we would probably try to give them some instructions. But as far as just for education on that part just to use the equipment, it has to be tied with something that's COVID-related, especially. We're trying to go the isolation route to avoid isolation. So, we're trying to see what programs we can come up with that can use that technology to help minimize isolation, but it's very hard for a lot of them. I know there's the broadband program that's going on right now to try to get—and that's a different set of funding that's coming down through the State side to get broadband to more seniors and get them more online. But we're still finding that for them, isolation, sometimes it's just they need something to do. So, we've been distributing kits to them that have crossword puzzle books and coloring. We've been sending out that, which they seem to be—one lady sent her thing in. She said she spent three hours coloring and then we sent them the colored pencils and everything, and she said that helped her. Just to give them something to do instead of just sitting there. So hopefully, in our Better Choices Better Health, we can move from right now they're doing it by phone. Hopefully, in the next step, we can move that program up to where there's a bit more visual in the program. MS. KIERKIEWICZ: Okay. Yeah, I mean, I appreciate all those resources going out, but you just can't replace that social, that human connection. Our office is working with the community college and some other organizations on some Page 15 Hawaii County Council-23 September 22,2021 digital literacy work, so I'll reach out to you. And if there are ways in which we can just kind of shift some of that programming to support some of the kupuna users, happy to do it. Thank you for being here. Chair, I yield. MR. FARR: Just to comment on that, part of where we used to cover a lot of socialism was at the nutrition congregate sites, right. Many of our program participants are the ones that are getting that because they just don't have the site to go to, right. The sites have been shut down. It's 100,000 for the, excuse me, a $75,000 Federal grant. We're going to do a 70, excuse me, $25,000 Page 20 Hawaii County Council-23 September 22,2021 match to have a total of$100,000. This would be used for basically working on our integration of the Climate Change Adaptation Plan and our five-year update for a multi-hazard mitigation plan. So basically, we'll be working to identify climate change impacts, develop mitigation measures, action priorities, and implementation plans. So, as many people are probably aware, there's a lot of climate work going on. And with the latest report that came out from the UN (United Nations), that just underscores it. So, these are really needed resources to help us work towards furthering our climate adaptation plan and how we're going to be able to move forward as a County to address these issues as they come up. So, this is just a step in the right direction as probably many more that we'll be seeing. So, we're really grateful for these funds. We're grateful that it was waived through Committee. Thank you for that. And happy answering questions. MR. KANEALI`I-KLEINFELDER: Mahalo, Director Kern. I appreciate that. We know that the effects of climate change are going to be possibly devastating to a large part of the world. So, I think this is a great step for us just to really start getting a handle on what it's going to mean to Hawaii County and Hawaii as a state. So, appreciate the move towards getting the funding. I know that you're part of statewide conversations related to climate change, so thank you for advocating for us. Just curious about timeframe for implementation of this particular project. Six months? A year? Three years? MR. KERN: I'd say, overall, it's going to be about a year on this. We're already working on efforts. So, the wheels are turning. I'm assuming about a year. MS. KIERKIEWICZ: And will this grant funding allow you to, say, subcontract out, bring another person in to fully focus on climate change issues? MR. KERN: It will help us or possibly bring on another consultant. Actually, we've been pleased that the State has also they're giving us a VISTA (Volunteers In Service To America)to help. So, we have another body on this project. And so, I'm hoping that we can leverage these funds out to some Page 21 Hawaii County Council-23 September 22,2021 specialty service providers if we need to, or specialty consultants. If we need to bring on another body, we'll certainly do that, but I want to see how it's working with the VISTA on those needs. MS. KIERKIEWICZ: Okay, that's great. And I'm sure the answer is "yes,"but I just want to hear it from you that there is going to be integration of this information into other plans that we have, such as General Plan, CDPs (Community Development Plans), Kilauea recovery. Just want to make sure we're leveraging all of the data here and using it across County plans. MR. KERN: Yeah. No, exactly. So, one of the things that we're going to do is we're going to attach this plan to the General Plan. And the General Plan is a longer horizon, a longer review period, whereas the climate action plan is a living document like the General Plan but on a shorter horizon. So, as we're moving through there, as things are changing, we can be adjusting this climate change plan that will then effectuate into the General Plan. So, it's going to be a really great tool to bring these together and be able to make changes quicker because what we might be dealing with in three years could be very different than today. We're not sure there's a lot of variables, I'd say, and a lot of unknowns. So yes, this will be integrated into a multitude of plans. MS. KIERKIEWICZ: Great. And it can also inform how we position our budget, specifically capital improvement project investments. Correct? We can leverage that info. MR. KERN: That's correct. And just in general, climate change and this general conversation, it is right up there at the top of my list with all of our other efforts. So, yes. MS. KIERKIEWICZ: Thank you, Director Kern. Council Member Kaneali`i- Kleinfelder said it's about potential devastation. I think we are going to be suffering, our kids are going to be suffering, and really it's our job to mitigate some of that. Thank you, Director, again to you and your staff for making this happen. I appreciate you asking that question because that was what I wanted to ask the Director, is what is the outcome product. And so, you're saying it's going to be some sort of report. MR. KERN: It'll be a plan. MS. KIMBALL: Okay, great. And then, there's a lot to do around climate change, and $100,000 seems like a lot but it's really not a lot. Any plans on how to leverage these funds to get additional funds to support this kind of work that your staff is doing? MR. KERN: Yeah, I don't have a solid plan to lay out, but we're working on that plan right now. We're working with the State office. We're working with the State Office of Planning. We're workingI sit on the Climate Change Commission. So, they have had resources that they have been willing to offer, say, such as that VISTA. I had a long conversation with their director yesterday about potentially other resources. So,part of it will be looking for additional funding, but the other part of it will be leveraging existing resources that are there for us that the State can be providing, such as expertise in certain areas. That was part of our conversation. So, yes. Also, with the multi-hazard mitigation plan and the funding that we got through that, which is for island-wide effort on that that we're working through right now, we're looking to get some funding for that as well because, obviously, climate change is creating a potential multitude of different hazards. So, we're integrating some of that in there so we can work with that and attach that to whether it be this or the General Plan, but the general climate change effort from mitigation as well as adaptation. MS. KIMBALL: Thank you, Director. One final question. With the exception of the sustainability coordinator in R&D (Research and Development)—Michelle— we don't really have anyone specifically dedicated to climate change. Everybody's kind of doing it in addition to their other responsibilities. Is this something we need to address to create a position that's specifically focused on this issue, in your opinion? MR. KERN: It may be. I know our office is really getting more engaged. So, we're going to see one of the fellows. We have the fellows coming in for Hawaii. So, one of my fellows will be working with our team on that. So, with this other VISTA, I think at that point we'll see what the right fit for that will be. So, at the end of the day, I'm thinking "yes." I just want to make sure that we have it fully scoped on where and how that would really fit if it's related to the Planning Department, because I feel this is a critical conversation related to planning. Page 23 Hawaii County Council-23 September 22,2021 Obviously, we're teamed up with R&D. R&D is very much in this conversation as well, so we're working collaboratively on this. How that other person, exactly where they fit, that's what I want to make sure that we are accurate when we do that. So, I think getting this extra support from the State for right now and the fellows and all the work that we're doing will really—it'll spell that out for us. MS. KIMBALL: Great. Thank you for that. And thank you for that attention to detail about the appropriateness of the position. I definitely think it is something that we should consider following the lead of some of the other counties. Obviously when you say, "climate change,"that's a huge topic and many facets as it pertains to—and I can see Planning, Research and Development; I can see where it could fit in a whole bunch—and specifically from Planning, you know, we talked about coastline encroachment, etcetera, but we just had a massive fire in West Hawaii. Is this going to be part of that conversation? Because, it's a bigger conversation, overall. Is that the idea? MR. KERN: It is, yes. It's the broad overreaching, not exclusive to shorelines and sea-level rise for sure, but all of the effects of it. And from down to agricultural food production sustainability with even being—our vulnerabilities to shipping things to the island, coastal sea-level rise, hurricanes (inaudible). It's a huge, broad blanket. We're working on various individual efforts as well, such as our science-based shoreline setbacks. So, while we'll have specific bites of the apple, we're actually looking at the entire apple at the same time. MR. RICHARDS: Okay, yeah. I know I'd have to agree with Councilwoman Kimball: $100,000 really is not much. But it's the first swing at it, and we've got to start the conversation. And it doesn't matter, I think, where we start. So, definitely support it. Thanks, Chair. I yield. MR. KERN: And this also relates to projects that we're working on as the County, CIP (Capital Improvement Project)projects as well and what ones we can get ready. Because, my thinking is that there is going to be a fair amount of potential Federal money and Federal attention as we move forward as things increase. And so, one of the goals that I'd like to see is us being really prepared to take advantage of those, whether it be large Federal grants for hardening of shelters and what do we need to do to make sure that we're ready for those. And that was part of the conversation we were having yesterday, as well, with the statewide coordinator. ACTING CHR. CHUNG: Okay, thank you. Anyone else? Hey, Zendo, one last question. Given the importance of this measure, I do realize that$100,000 is Page 24 Hawaii County Council-23 September 22,2021 really a paltry sum for something like this. But do you think it might be necessary or useful for you to come to the Councilperiodically, not every month or anything like that, but maybe in about three or four months just to apprise us of the progress that your department is making on this and give us some updates? I really leave it up to you, but it's just food for thought. Perhaps it might be important. MR. KERN: Yeah, I would like that. I'd appreciate that. I'm thinking, at this stage right now,possibly January would probably be the most appropriate and then maybe a little closer frequency after that. And also, we're moving into the budget conversation as well. And so, as we understand this, I don't think we need to understand it better to know we need more funds, but where is the most appropriate use of those funds related to the budget that we have and where are the outside funds that we can leverage the highest of our ability. So, we're looking at our budget—every department's looking at their budget. And so, I think this is the appropriate time to be kind of spelling this out before we get to the budget next year.
