SM.pYfOc N! <br /> HAWAIICOUNTY OF + s* STATE OF HAWAII i <br /> I <br /> •tp�:;kw mo:°p�� I <br /> �r'�•OF•ii/Ji <br /> I <br /> RESOLUTION <br /> 3 <br /> } <br /> 3 <br /> A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL <br /> 3 <br /> YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR <br /> AGREEMENT FOR KNOWINK ELECTRONIC POLL BOOK SOFTWARE FOR THE <br /> OFFICE OF THE COUNTY CLERK, ELECTIONS DIVISION. <br /> WHEREAS, Section 10-11 of the County Charter requires that any contract, lease, or ' <br /> other obligation requiring payment of funds from the appropriations of a later fiscal year or of <br /> more than one fiscal year shall be approved by resolution; and <br /> WHEREAS, the County of Hawaii wishes to enter into a multi-year agreement for five <br /> years for KNOWiNK electronic poll book software for the Office of the County Clerk, Elections <br /> Division; and <br /> WHEREAS, on June 25, 2019, Governor David Ige signed into law Act 136, which <br /> mandated that voting across all counties, for all elections starting in 2020,be uniformly <br /> conducted 100 percent by mail; and <br /> WHEREAS, all counties in the State of Hawaii have or are on track to implement new <br /> electronic poll books through KNOWiNK; and <br /> WHEREAS, the electronic poll books and related hardware will be purchased upfront <br /> and become the property of the Office of the County Clerk, Elections Division; and <br /> WHEREAS, the license and software fees will be approximately $2,000 per year under a <br /> five-year agreement; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> Mayor is hereby authorized to enter into a five-year agreement for KNOWiNK electronic poll <br /> book software for the Office of the County Clerk, Elections Division. <br />
