A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
3
YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR
AGREEMENT FOR KNOWINK ELECTRONIC POLL BOOK SOFTWARE FOR THE
OFFICE OF THE COUNTY CLERK, ELECTIONS DIVISION.
WHEREAS, Section 10-11 of the County Charter requires that any contract, lease, or '
other obligation requiring payment of funds from the appropriations of a later fiscal year or of
more than one fiscal year shall be approved by resolution; and
WHEREAS, the County of Hawaii wishes to enter into a multi-year agreement for five
years for KNOWiNK electronic poll book software for the Office of the County Clerk, Elections
Division; and
WHEREAS, on June 25, 2019, Governor David Ige signed into law Act 136, which
mandated that voting across all counties, for all elections starting in 2020,be uniformly
conducted 100 percent by mail; and
WHEREAS, all counties in the State of Hawaii have or are on track to implement new
electronic poll books through KNOWiNK; and
WHEREAS, the electronic poll books and related hardware will be purchased upfront
and become the property of the Office of the County Clerk, Elections Division; and
WHEREAS, the license and software fees will be approximately $2,000 per year under a
five-year agreement; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Mayor is hereby authorized to enter into a five-year agreement for KNOWiNK electronic poll
book software for the Office of the County Clerk, Elections Division.
BE IT FURTHER RESOLVED that sufficient funds be budgeted in future fiscal years
to cover the anticipated obligations of the County under the terms of the agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mayor Mitchell D. Roth, Director of Finance, County Clerk, and
Elections Program Administrator.
