Your Committee on Finance, to which was referred Resolution No. 211-21, reports as follows:
Resolution No. 211-21, transmitted by Director of Finance Deanna S. Sako via Communication No. 406
dated September 17, 2021, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year agreement for housing pro software subscription, service, and maintenance
for the Office of Housing and Community Development.
This resolution authorizes the Mayor to enter into a five-year lease agreement with an estimated annual
cost of$47,045.16 beginning December 1, 2021, with an annual 3.5 percent increase.

Existing Housing Manager for the Office of Housing and Community Development, Desiree Moore,
provided background on the measure, including a breakdown of costs and the program's uses.
There was no discussion on the measure.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease, or other obligation requiring the
payment of funds from the appropriations of a later fiscal year shall be made or approved by resolution
by the County Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 211-21, and
recommends its adoption.
