Re: Operating Budget PQ
The County of Hawaii has been awarded $69,000 in federally-derived funds from the
State of Hawaii, Department of Budget and Finance. These funds will be used by the
Office of Housing and Community Development(OHCD) for the purpose of
implementing a landlord-tenant mediation program to eligible households that are
impacted by the expiration of the moratorium on evictions.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $69,000

A. REQUEST:
The Office of Housing and Community Development is requesting to amend Ordinance 21-38 by
appropriating the following:
Revenue:
2021 Hawai'i Island Landlord I Tenant Mediation Grant-ARPA 1$2.3310. $69,000
Expenditure:
2021 Hawaii Island Landlord/Tenant Mediation Program-ARPA 152A61.W6.XX $69,000
The appropriation request for$69,000 represents a grant from the State of Hawaii, Department of Budget
and Finance, from the American Rescue Plan Act, Coronavirus State Fiscal Recovery Fund for Housing
Stability Services as provided in Act 577 (21) —Landlord Tenant Mediation Program.
Please create a resolution to enter into an agreement to accept the grant funds.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)-
On June 16, 2021; Governor Ig e signed a measure that temporarily requires mediation before a landlord can
file for eviction. Under the measure, landlords must provide a copy of the notice of termination of a rental
agreement to a tenant and find a mediation center that provides free landlord-tenant mediation.
The moratorium on evictions ended on August 6, 2021.
