Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$40,127 into the Office of Housing and Community Development's WIOA- Adult
Program 2020-21 account. This appropriation reflects funding allocations received from
the Department of Labor and Industrial Relations for the Program Year(PY) 2020.
The Office of Housing and Community Development (OHCD) indicates that the funds
will be utilized to assist adults by providing services that will train individuals to increase
employment, retention, earnings, skills, and literacy. This will improve the quality of the
workforce, reducing welfare dependency and enhancing the productivity and
competitiveness of the local economy.

A. REQUEST.-
The OHCD is requesting to amend the Ordinance No. 21-38, the 2021-2022 Operating Budget by increasing
the appropriating revenues in the following account:
065.3309 23 Federal-Workforce innovation &Opportunity Act(WIOA) $ 4Q127.00
Also, the OHCD is requesting the expenditure accounts be increased to reflect the selected projects for the
above-mentioned WIOA Federal Grant:
065.432.5433.24 WIOA-Adult Program 2020-21 $ 40,127,00
B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED):
This increase in appropriation amends the total actual fund allocation by the State Department of Labor and
industrial Relations for the PY 20 WIOA Program, These funds will be utilized to assist adults by providing
services that will train individuals to increase employment, retention, earnings, skills and literacy and thereby
improving the quality of the-Adults/Dislocated Workers/Youth, reducing welfare dependency and enhancing
the productivity and competitiveness of the local economy,
The OHCD emphasizes that no County General Funds are involved in these transactions. The ordinance
merely sets up the proper accounts to receive and expend the WIOA funds.
