Re: Operating Budget
The State of Hawaii Department of Agriculture (HDOA) is providing $300,000 to the
Department of Research and Development for the Hawaii County's Coffee Berry Borer
Pesticide Subsidy program. The grant funds will be used to assist coffee farmers by
offsetting the cost of fungicides to control Coffee Leaf Rust.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$300,000 to the Department of Research and Development's Coffee Berry Borer
Pesticide Subsidy program account.
The Department of Research and Development is requesting that this bill be waived from
Finance Committee and be placed on the November 3, 2021 Council agenda in order to
expedite the receipt of these funds. If there are any questions, please do not hesitate to

A. REQUEST:
This is a request to enter into a supplemental agreement with the Department of Agriculture, State of Hawaii,
for the purpose of assisting the coffee farmers by offsetting the cost of accepted fungicides to control Coffee
Leaf Rust, Act 138 SLH 2021 adds $300,000 to the current state contract, 63938, for that purpose.
Funds are to be added to account 010.161.5163.26.115
Request to waive Finance Committee and the 5-day holdover period as the state is attempting to implement
this contract by November 1, 2021 or as soon as possible.
B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED):
Coffee Leaf Rust(CLR) is a devastating foliar disease that is caused by a fungus. Infected leaves drop off
and the tree has significantly lower yields and may die in a few years. CLR can be partially controlled or the
spread can be slowed by timely applications of fungicide sprays.
No County General Funds will be involved in this program.
