A RESOLUTION SUPPORTING ADDITION OF AN ITEM TITLED “DEVELOP AN INNOVATIVE APPROACH TO SECURE FUNDING WITH THE STATE OF HAWAIʻI TO ADDRESS THE COUNTIES’ WASTEWATER NEEDS” FOR INCLUSION
IN THE 2022 HAWAI‘I STATE ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE.
WHEREAS, the County Council selected Council Member Heather Kimball as their representative, an officer of the State Association of Counties, who sits on the Executive Committee of
the corporation; and
WHEREAS, the bylaws of the State Association of Counties state:
The executive committee shall be the primary forum in the corporation for discussion, consultation, and formulation of policies and proposals on matters relating to the real property
tax and intergovernmental relations and shall be the primary liaison between the corporation and State government.
The executive committee shall determine the strategy for the corporation’s efforts before the State Legislature.
Prior to or during the annual State Legislative Session, the corporation may adopt and transmit legislative priorities to the Legislature for consideration; and
WHEREAS, wastewater treatment is essential for the protection of our natural resources, for water reuse and to offset ground water usage for irrigation; and
WHEREAS, the Department of Environmental Management estimates that Hawaiʻi County needs one billion dollars for current facilities improvement and another one billion dollars for cesspool
conversion; and
WHEREAS, Council Member Kimball has been meeting with public and private stakeholders to plan for new ways to fund wastewater treatment at the county level; now therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIʻI that it supports the addition of an item titled “develop innovative approach to secure funding with the State of Hawai‘i to address
the counties’ wastewater needs” for inclusion in the 2022 Hawaiʻi State Association of Counties Legislative Package.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the President of the HSAC Executive Committee, the Honorable Mayor Mitchell D. Roth, and Director
of Environmental Management Ramzi Mansour.
