ROTH RECOGNIZING THE MONTH OF NOVEMBER 2021 AS "FAMILY COURT AWARENESS MONTH" IN THE COUNTY OF HAWAPI. WHEREAS, Family Court Awareness Month was created in 2020 by Tina Swithin, founder of One Mom's Battle (OMB) in collaboration with Sandra Ross of the California Protective Parents Association and the Family Court Awareness Month Committee (FCAMC); and WHEREAS, the mission of OMB and the Family Court Awareness Month Committee (FCAMC) is to recognize the importance of a family court system that acts in the best interests of children and increases awareness of education and proper judicial training prioritizing child safety; and WHEREAS, the mission of FCAMC is to educate judges and other family court professionals on the empirical data and current research that is a critical component in decision- making that are truly in the best interest of children, and includes the Adverse Childhood Experiences (ACE) Study (CDC-Kaiser Permanente), Saunder's Study (US Department of Justice), The Meier Study: Child Custody Outcomes in Cases Involving Abuse Allegations, and the Santa Clara Law Study (Confronting the Challenge of High-Conflict Personality in Family Court); and WHEREAS,the importance of educating and training regarding domestic violence, childhood trauma and post separation abuse for all professionals working within the family court system is a critical component to nurture children and families to successful recovery; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it concurs with the Proclamation of Mayor Mitchell D Roth, attached hereto as Exhibit"A" in recognizing November of each year as "Family Court Awareness Month." BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mitchell D. Roth, Mayor; Honorable Robert D.S. Kim, Chief Judge, Senior Family Court Judge, Third Circuit; Lester Oshiro, Chief Court Administrator; Elizabeth A. Strance, Corporation Counsel; and Tina Swithin, Founder of One Mom's Battle. This research includes Adverse Childhood Experiences (ACE) Study (CDC-Kaiser Permanente), Saunders Study (U.S. Department of Justice), the Meier Study and the Santa Clara Law Study; and WHEREAS the mission of the FCWMC is fueled by the desire for awareness and change in the family court system, stressing the importance for family court professionals to be educated on post-separation abuse to prioritize child safety, while honoring the 100+ children in the United States who have been murdered by a parent after a custody court rejected a plea for protection. NOW, THEREFORE, I, MITCHELL D. ROTH, Mayor of the County of Hawai'i, do hereby proclaim the month of November 2021, as FAMILY COURT AWARENESS MONTH in the County of Hawai'i and encourage our citizens to support organizations and individuals who act as advocates and allies within the family court system, and who are proponents for continued awareness and informed education among family court professionals.
