Mansour, Director 5 <br /> W ZE <br /> Department of Environmental Management <br /> RE: Communication No. 402.2: Update on Transfer Station Trailer Prohibition <br /> Attached for discussion purposes is the most recent draft amendment to the Department's Rule <br /> No. 9-17 that was discussed by the Environmental Management Commission at its duly noticed <br /> meeting on October 27, 2021. The EMC did not vote on a recommendation. During the course of <br /> the discussion, individual commissioners made the following comments about the draft rules: <br /> • Requiring written concurrence from the Mayor and Corporation Counsel to allow trailers <br /> at a transfer station was "overkill." (This has been removed in the most recent draft.) <br /> • Public notification should also include social and print media and clear signage with <br /> advance notice at the transfer stations. Electronic media notice by itself is insufficient. <br /> • Preventing reversal of trailers into the transfer stations means you are going to walk 30 <br /> feet to the chute from your trailers, in some cases. <br /> • Most trailers on the island are 4x8 feet or 5x10 feet. The proposed rule would cut out the <br /> 10-foot-long trailers. The maximum allowed dimensions should be 6x12 feet, because <br /> that is the largest residential trailer sold on the island by one major retailer. <br /> • It should be unnecessary for employees to need to ask to see the trailer registration <br /> documents, because it's on the trailer. The Police Department, not DEM employees, <br /> should be responsible for enforcing vehicle registration laws. <br /> The attachment represents the most recent draft of the rule amendment. DEM appreciates the <br /> opportunity to receive additional input from your Committee prior to setting a final draft of the <br /> rule and opening the public comment period under HRS Chapter 91. <br /> Please distribute this to members of the Regenerative Agriculture, Water, Energy, and <br /> Environmental Management Committee for the meeting on November 2, 2021. <br /> County of Hawai'i is an Equal Opportunity Provider and Employer Comm.
