Additional federally-derived funds in the amount of$60,000 are being provided by the State of Hawaii Department of Transportation to provide training and travel to conferences for Mass Transit staff. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these additional funds into the Mass Transit Agency's Rural Transit Assist Program account, bringing the total appropriation to $90,000. The Mass Transit Agency requests that this bill be waived from the Finance Committee and be placed on the November 17, 2021 Council agenda in order to expedite the receipt of these funds. Rural Transit Assistance Program (RTAP) grant funds will be used to cover costs of trainings and travel to attend various training sessions related to rural transit operations, planning and maintenance. The Mass Transit Agency already received written confirmation that the events will be covered under the RTAP grant funds. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawaii, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review.
