Your Committee on Finance, to which was referred Resolution No. 251-21, reports as follows:
Resolution No. 251-21, transmitted by Director of Finance Deanna S. Sako via Communication No. 463
dated October 15, 2021, creates one new fire captain position for the Hawaii Fire Department.
This resolution requests creation of a supervisory position to oversee and assist with Fire Dispatch
services.
Deputy Fire Chief Eric H. Moller provided background on the resolution and the need for the position.
Committee Chair Matt Kdneali`i-Kleinfelder provided comments in support of the measure.
Committee Member Herbert M. "Tim"Richards III asked Ms. Sako about the ability to provide funding.
Ms. Sako stated that there will be a few budget challenges but there is a critical need for the position and
Finance will assist the Hawaii Fire Department as best as they can.
Committee Member Rebecca Villegas also provided comments in support and thanked Ms. Sako for her
work on the measure.
Pursuant to Section 5-1.3(c), Hawaii County Charter,the Mayor has the power to create and abolish
positions for which appropriations have been made by the Council with the consent of the Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 251-21, and
recommends its adoption.
