Your Committee on Finance, to which was referred Bill No. 83, reports as follows:
Bill No. 83, transmitted by Director of Finance Deanna S. Sako via Communication No. 465 dated
October 15, 2021, amends Ordinance No. 21-38, as amended, the Operating Budget for the County of
Hawaii for the fiscal year ending June 30, 2022.
This bill appropriates revenues in the Federal -Hawai`i Island Landlord/Tenant Mediation
Grant-American Rescue Plan Act account($69,000), and appropriates same to the Hawaii Island
Landlord/Tenant Mediation Grant-American Rescue Plan Act account. Funds would be used to
implement a landlord-tenant mediation program for those impacted by the expiration of the moratorium
on evictions.
Housing and Community Development Specialist Sharon Hirota provided background on the measure
and clarified that the bill is not for additional funding but to reflect separate funding sources.
Per Committee Chair Kaneali`i-Kleinfelder's request, Ms. Hirota provided a program update, stating
that the amount of households served is much lower than anticipated, though it is still early as the
program was implemented in early August.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 83, and recommends its
passage on first reading.
