"Tim"Richards, III, Council Member <br /> Council District 9 -North and South Kohala <br /> SUBJECT: Proposed Amendment to Bill No. 81, Draft 2; an Ordinance Amending Chapter 2, <br /> of the Hawaii County Code 1983 (2016 Edition, as Amended), by Adding a New <br /> Article to Implement a County Transient Accommodations Tax. <br /> Please see below a proposed amendment to Bill No. 81, Draft 2. This amendment creates a new <br /> section that would allow for a portion of the County transient accommodations tax (TAT) to be <br /> distributed to various departments for mitigation of tourism impacts and TAT management. This <br /> amendment is illustrated in Ramseyer format with respect to the contents of Bill No. 81, Draft 2; <br /> new material is underscored. <br /> SECTION 2 of Bill No. 81, Draft 2, is amended by adding a new section to follow"Definitions" <br /> on page 2, as follows: <br /> "Section 2- Expenditure of funds. <br /> O A-portion of the County transient accommodations tax collected each year shall be <br /> allocated as follows: <br /> $1,000,000 to the department of parks and recreation for the maintenance of <br /> County parks and facilities impacted by tourism; <br /> $250,000 to the department of finance for additional staffing to administer the <br /> County transient accommodations tax program; and <br /> $500,000 to the department of research and development to develop and implement <br /> a program that would manage the impact of tourism on community assets. <br /> Appropriations provided for under this section may be suspended by an emergency <br /> financial declaration by the mayor or by a resolution of the council that is adopted with <br /> at least seven affirmative votes; provided the suspension is for no more than one fiscal <br /> year, unless the emergency financial declaration is extended by the mayor or the <br /> council by adoption of a resolution with at least seven affirmative votes." <br /> A draft copy of Bill No. 81, Draft 3,that would result should this amendment pass is not attached <br /> due to the limited scope of this amendment. <br /> comm.
