Nov. 3, Finance Committee Aloha County Council Officials, Why is the County ignoring County Charter amendments aimed at strengthening the 2% program? Scores of citizens worked for years to start up the Public Access, Open Space and Natural Resources Preservation program in 2006. It is funded by 2% of the property tax revenue. Last year voters approved an amendment calling for a 2% Administrator to acquire properties, seek matching funds, and pursue grants for stewardship of the lands. Voters also approved a second amendment to expedite grants to non-profits doing maintenance and stewardship. Why has neither amendment been acted on?
