Aloha Hawaii County Council, I am writing with concerns about the Public
Access, Open Space and Natural Resources Preservation program created i
2006.
As you are aware, this program is funded by 2% of the property tax revenue.
In last year's election, two amendments were approved pertaining to this
program:
l) a proposition which calls for an Administrator to acquire properties, seek
matching funds, and pursue grants for stewardship of the lands
2) an amendment to expedite grants to non-profits doing maintenance and
stewardship for these public lands.
I have heard that while these amendments were passed a year ago by voters,
neither has been implemented as of this date. This is concerning to me, as land
preservation is an essential element in combating climate change and moving
towards Hawaii's goal of regenerative tourism. Additionally, public lands act
as a restorative element for mental and spiritual health, which can function as
a prescription for mental health, both as a restorative measure and a preventive
one for residents and visits alike. As much of the island has been awarded the
Blue Zones label, doing as much as we can to add to and restore public lands,
and open spaces is a win for everyone.
Please support the will of the voters regarding these initiatives to preserve and
protect our special places, and make whatever necessary provisions to
implement what had been voted in by the public.
