Nov. 3, Finance Committee Aloha Council Members. The 2% Public Access, Open Space and Natural Resources Preservation program is one of the most popular and successful programs in Hawai'i. Important properties have been protected for their intrinsic value and for future generations to enjoy. The program does, however, have some gaps that need to be filled. One is the absence of an Administrator for the program.. The second is a funding mechanism to supplement the funds available for those taking care of the properties acquired. As you know, last year the voters approved two amendments to the program. One provided for an Administrator to acquire properties, seek matching funds, and pursue grants. The other expedited grants to nonprofits to cover the costs of maintenance and stewardship. I understand that neither of these amendments have been implemented and that you will be discussing that failure this coming week.
