Scores of citizens worked for years to start up the Public Access, Open Space and Natural Resources Preservation program in 2006. It is funded by 2% of the property tax revenue. This is one of the most popular funds and is used yearly to purchase lands that should be in the public interest. Last year voters approved an amendment calling for a 2% Administrator to acquire properties, seek matching funds, and pursue grants for stewardship of the lands. Voters also approved a second amendment to expedite grants to non-profits doing maintenance and stewardship. The majority of people love this fund and look forward to each year's purchase of parks etc. Why has neither amendment been acted on?
