A RESOLUTION TRANSFERRING/APPROPRIATING A APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TOT E LIONS CLUB O
KONA COMMUNITY FOUNDATION INC. FOR EXPENSES RELATING TO ITS
MAINTENANCE PROJECT AT THE HAROLD H. HIGASHIHARA PARK.
WHEREAS, the Harold H. Higashihara Park, located in Kona, is a County facility built
on a terraced hillside offering spectacular views of the ocean and is a favorite hangout among
Hawaii Island families; and
WHEREAS,the Harold H. Higashihara Park consists of a baseball diamond, basketball
and tennis courts, picnic area, and a community-built children's playground; and
WHEREAS, the Lions Club of Kona Community Foundation Inc. (LCKCFI), a
501(c)(3) nonprofit organization, has formed Friends of Higashihara Park and entered into an
agreement with the County of Hawaii in June 2021 to co-manage and maintain the Harold H.
Higashihara Park; and
WHEREAS, LCKCFI is requesting finds to purchase miscellaneous materials and
supplies to repaint play equipment and replace wooden fencing to keep the park safe; and
WHEREAS, the Department of Parks and Recreation supports LCKCFI and its
continued efforts to provide a safe and clean park for Hawaii Island residents and visitors to
enjoy; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Parks and Recreation to provide a grant to LCKCFI for its maintenance project at the Harold H.
Higashihara Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
