RE: Operating Budget -Police Grant
Youth Deterrence
Enclosed is a bill for an ordinance appropriating a $26,320 grant to the Hawaii County Police
Department from the State Department of Transportation, Motor Vehicle Safety Office. The grant
and its mission include youth deterrence to reduce the number of alwhol related fatalities and injuries
to those under 21 years of age.
Also enclosed is a resolution authorizing the Mayor to enter into agreement with the State Department
of Transportation for this grant.

Motor Vehicle Safety Office to provide funding under the Youth
Deterrence grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Transportation Motor Vehicle Safety Office is
providing a grant for Police Department personnel to attend Traffic
Commanders Meetings and conduct DUI roadblocks specifically for youths
drinking under the minimum aqe.

MISSION/GOAL:
To reduce the number of alcohol related fatalities and injuries to those under 21 years of age.
STRATEGIES:
? Will use 700 hours of overtime to enforce youth alcohol laws.
? Five percent of DUI arrest will be for the youth offender who is under 21 years of age.
? Issue warning letters to parents of youth under 21 years of age.
? Issue citations/and make arrests for rage parry incidents of gatherings in public places.
? Use CRU detail to act as deterrent for gatherings.
SOLUTIONS:
? Provide use of overtime funds for enforcement efforts in order to curb youthful offender
violations.
? Provide travel cost for task force to deal with issues.
EVALUATION:
? Reduce by S% the number of alcohol related fatalities involving youth drivers under 21
years of age from asix-year average (1993-1998) of 5.2% to 5.0%.
TASK:
? Use 700 men hours in order to combat youth deterrent offenses.
? Ensure that 5% of DUI arrest (approximately 53) will be for drivers 21 years of age and
under.
? Issue warning to parents of violators in conjunction with gatherings or rage parties.
? Make arrests or issue citations for rage parties.
? Use PSAs to address concern with community's needs.
? Use CRU detail to act as deterrent for gatherings.
