No. 263-21 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Governmental Operations, Relations, and Economic Development,to which <br /> was referred Resolution No. 263-21, reports as follows: <br /> Resolution No. 263-21, transmitted via Communication No. 497 dated November 8, 2021, and <br /> introduced by Council Member Heather Kimball, requests the approval of the legislative <br /> proposals for inclusion in the 2022 Hawaii State Association of Counties (HSAC) Legislative <br /> Package. <br /> Chair Kimball introduced the resolution explaining that the Council's approval was the final step <br /> in assembling the HSAC Legislative Package before presenting it to the legislature for the <br /> upcoming 2022 legislative session. <br /> Council Member Kierkiewicz made a motion to amend the resolution with the contents of <br /> Communication No. 497.1, which added an eighth bill to the package that was inadvertently left <br /> off in Draft 1 and was already approved of and, in fact, submitted by the Hawaii County <br /> Council. This bill to be listed as item No. 8 is an act relating to motor vehicle registration. The <br /> amendment passed unanimously with nine ayes. <br /> Several Council Members thanked Ms. Kimball and the HSAC Executive Committee for their <br /> hard work of pulling this legislative package together. <br /> Ms. Kierkiewicz inquired about HSAC`s ability to support bills with similar intent to those in the <br /> legislative package if the exact bills in the package failed to advance. Ms. Kimball explained that <br /> a list of HSAC`s legislative priorities was in the works and would be shared with all the county <br /> councils prior to finalizing. This list will provide guidance to the HSAC Executive Committee <br /> and the HSAC Lobbyist throughout the 2022 Legislative Session. <br /> Chair Kimball closed by saying that she was very pleased with how well vetted this year's <br /> HSAC Legislative Package is as it was very well vetted by all the counties individually and by <br /> the HSAC Executive Committee as a whole. <br /> GOREDC Report No.:19 <br />
