RE: Bill 81(2OI1) Draft 2;onOrdinance Amending Chapter2, ufthe Hawaii County Code 1983 (2016
Edition, as amended), by adding a new article to implement a County Transient Accommodations Tax.

My name is Brandon ||i and | am the Executive Director for the Hawaii Operating Engineers Industry
Stabilization Fund (HOE|SF). VVeare alabor management fund representing]OUOunionized members in
heavy engineering site work and 500 general contractors specializing in heavy site and vertical
construction. Our organization would like tooffer comments on Bill 81.
Since the state of Hawaii has repealed the allocation of Hawaii County's portion of the Transient
Accommodation Tax(TAT), we understand that this bill needs to move forward. Each month that Hawaii
County does not collect their TAT is a month that the county is losing out on revenue.
With that said, wehighly encourage the county to allocate a portion of the TAT to the HIGHWAY FUND
Asmentioned inBill O1, the purpose ofthe TAT
is to mitigate the negative effects of visitor activities on Hawaii county.Our roads and bridges are in
dire need of repairs and improvements.Visitor activities do have a negative effect on Hawaii County's
roads and bridges. Hawaii's infrastructure was rated a D+by the American Society of Engineers. Using a
dedicated portion ofthe TAT tofund C|Pwill help Hawaii County with its infrastructure needs now and
into the future.
