RE: Operating Budget -Police Grant
Speed Enforcement
Enclosed is a bill for an ordinance appropriating a $41,796 grant to the Hawaii County Police
Department from the State Department of Transportation, Motor Vehicle Safety Office. The grant
and its mission include highway speed enforcement to reduce speed in related motor vehicle traffic
fatalities as well as speed on highway usage.
Also enclosed is a resolution authorizing the Mayor to enter into agreement with the State Department
of Transportation for this grant.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Transportation Motor Vehicle Safety Office is
providing a grant to purchase a speed monitoring device and conduct speed
enforcement in the County of Hawaii. Many traffic accidents and deaths are
related to speeding. The department hopes to reduce speed-related
incidents.

MISSION/GOAL:
To reduce speed in related motor vehicle traffic fatalities as well as reduce speed on highway
usage.
STRATEGIES:
? Utilize 890 hours of overtime to enforce speeding laws on our roadways.
? Issue 1,780 citations for speeding
? Issue 900 citations for other violations.
? Make 20 arrests during traffic stops during enforcement efforts for warrant violations and
other offenses.
? Enforce speed on Queen Kaahumanu Highway and Route 130 due to high fatalitiy rate.
SOLUTIONS:
? Purchase of equipment to monitor traffic speed.
? Travel to commander's meeting to meet needs of group for enforcement efforts.
? Use overtime provide to establish enforcement of the speeding driver.
? Provide training for officers to reduce speed related collisions.
EVALUATION:
? Reduce traffic speed-related deaths by 5 % from 64% to 61
? Utilize speed measuring devices to control and deter speeders on roadways.
