Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for paratransit eligibility assessments and paratransit operations for the Mass Transit
Agency. Entering into a one-year and three-month agreement will allow the agency to
pursue one agreement for fixed route and paratransit services in FY 2023.

A. REQUEST:
Please prepare a resolution to enter a into a contract for a period of one year and three months for for
Paratransit Eligibility Assessments and Paratransit Operations. The purpose of this resolution is to ensure
that the Paratransit Eligbility Assessments and Paratransit Operations contract aligns with the fixed route
transit operations contract for consistent expiration as this will present an opportunity to pursue a fixed route
and paratransit contract together in 2023.
B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED;
Mass Transit Agency is seeking paratransit eligibility assessment and transportation services to complement
it's public transportation system. Per CFR Title 49 Part 37, each public entity operating a fixed route system
shall provide paratransit or other special service to individuals with disabilities that is comparable to the level
of service provided to individuals without disabilities who use the fixed route system. Paratransit services are
available to ADA paratransit eligible individuals.
Paratransit eligibility assessments is a part of a process to strictly limit ADA paratransit eligibility to individuals
with disabilities who is unable to use the fixed route bus system due to a physical or mental impairment
(including visual). Once an individual is deemed eligible, he or she may use the paratransit services within
one (1) mile of the Hele-On fixed route bus system.
As of September 5, 2021, Mass Transit Agency has expanded fixed route bus services. Subsequently, Mass
Transit Agency will offer paratransit services in Puna and increase services in Hilo and in Kona. Waimea
and Fern Acres are served as flex route service under the existing contract for fixed route transit services.
The RFP includes seven (7) County owned ADA vehicles for the Contractor to provide paratransit services.
In addition,the Contractor must provide ADA vehicles to supplement Mass Transit Agency fleet to ensure
transportation services are carried t efficiently. The Contractor will also perform scheduling of individual's
transportation and dispatching oper`tors.
