Re: Resolution for multi-year agreement

Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for online legal research services and legal print resources for the Office of the
Corporation Counsel. This specialized service is essential to the work performed by the
Office of the Corporation Counsel and entering into a five-year agreement will allow the
department to secure a lower annual rate.

A. REQUEST:
Authorization to enter into a five year contract with Thomson Reuters, Westlaw; for online legal research
services and legal print resources.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED
Our current contract with Thomson Reuters, Westlaw, expires on December 31„ 2021. Online legal research
capability and the availability of current print resources are essential to the work performed by the Office of
the Corporation Counsel and are a necessity in today's legal environment. Commitment to a five-year
contract enabled us to secure a favorable annual increase of only 2%, whereas the standard annual rate
increase is 7%.
