BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) The existing 24-inch force main sewer that runs from the Pua Sewage Pump Station (SPS) to the Hilo Wastewater Treatment Plant is exhibiting signs of deterioration. The County did experience a break of the existing force main back in 2011. During that repair, it was discovered that the liner in the pipe was starting to peel away from the inner wall causing potential blockage. This project is to install a second Sewage Force Main and rehabilitate the existing Force Main to address operational problems and provide redundancy The project is currently in the design phase. This request is to appropriate funds for additional design work. Based on a meeting with Hawaii DOT-Airports, the County discovered that the Hilo International Airport Runway Safety Planning Study, recommends the existing runway to be extended approximately 3,400 linear feet to the east. As a result, the future extended runway will be located over the existing 24-inch force main and 42-inch effluent line. The design consultant scope of work needs to be amended to redesign the alignment section of sewer lines affected by the future runway extension. e A Project Data/Financial Impact Statement and map are attached.
