Your Committee on Planning, to which was referred Bill No. 89, reports as follows:
Bill No. 89, submitted by Mayor Mitchell D. Roth via Communication No. 473, dated
October 21, 2021, amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25
(Zoning) of the Hawaii County Code 1983 (2016 Edition, as amended), by changing the
district classification from Single-Family Residential— 10,000 square feet(RS-10)to Industrial
Commercial Mixed—20,000 square feet(MCX-20) at Waiakea Houselots, Waiakea, South Hilo,
Hawaii, covered by Tax Map Keys 2-2-035:049 and 096. The total area is 22,300 square feet.
The applicant is Leila Shimizu.
The Windward Planning Commission forwards its favorable recommendation for this
amendment, which would allow the applicant to convert an existing single-family dwelling into
an office building to rent for private use and to develop a parking lot and related
improvements. The properties are located and intersecting at the northeast corner of the
Kekuana6`a Street and the Kalanikoa Street intersection.
Planning consultant, Mr. Sidney Fuke, was present via Zoom to represent the applicant. He
explained that the property was the home of the applicant's parents, and after their passing the
applicant would like to repurpose the home for commercial office space.
Planning Director Zendo Kern was present in the Kona Council Chambers and spoke in favor of
the project.
Committee Chair Ashley Kierkiewicz asked if Condition C, relating to final consolidation, would
require Council action to which Mr. Kern explained that it would not, and that the consolidation
request is an administrative function for the Department.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with 7 "ayes"with Committee Members Aaron Chung and
Matt Kaneali`i-Kleinfelder absent.

Your Committee on Planning is in accord with the purpose and intent of Bill No. 89, and
recommends its passage on first reading.
