Re: Operating Budget
In the current Budget Ordinance 21-38, $1,134 is appropriated in the Periodic
Motor Vehicle Inspection's (PMVI) Pgm Eqpt account and $400 is appropriated in the
Commercial Drivers License (CDL) Program's Eqpt account. Additional funding is
being provided by the State to purchase replacement computers. The Department of
Finance Vehicle Registration& Licensing division requests that these appropriations be
increased by an additional $1,736 ($868 in PMVI and $868 in CDL).
Enclosed is a bill for an ordinance amending the Operating Budget by
appropriating these additional funds into the Finance Department's Periodic Motor
Vehicle Inspection (PMVI) Pgm Eqpt account bringing the total appropriation to $2,002
and into the Finance Department's Commercial Drivers License (CDL) Program Eqpt
account bringing the total appropriation to $1,268.
We respectfully request that this bill be waived from Finance Committee and be placed
on the December 8, 2021 Council agenda in order to expedite the receipt of these funds.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
New PCs are needed for PMVI and CDL offices. The PC in the PMVI office is non-operational and the office is
currently using a loaner from IT.
The CDL office is not able to perform all tasks to full capacity due to being short one PC. IT took the PC when
we were notified that it was infected with a virus and the PC has not yet been replaced nor was a loaner
provided.
Additional funding to be provided by the State for these purchases.

RE: BILL NO. 95 AN ORDINANCE TO AMEND ORDINANCE NO.
21-38,AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAII FOR THE FISCAL YEAR ENDING JUNE 30,2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
