REQUEST: i Authorization to accept the donation of a sand filter, to be installed at the Kealakehe Wastewater Treatment Plant, B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) Hawaii Water Service, whose mailing address is 68-1845 Waikoloa Road, Unit 216, Waikoloa, HI 96738, is a private water and wastewater company that serves customers of Waikoloa Beach Resort and Waikoloa Village, Hawaii Water Service has on its facility a sand filter with a capacity of 1 million gallons per day which is no longer in use, though still in good condition. Installation of this filtration system would allow Kealakehe Wastewater Treatment Plant (KWWTP) to upgrade a portion of its R-2 quality water to R-1, the highest grade of recycled water. Hawaii Water Service is willing to donate the sand filter and the Wastewater Division will be responsible for removal, transportation, and installation of the filter system. The total cost to the Wastewater Division for the movement of the filter is not expected to exceed $300,000. While the sand filter has been fully depreciated, we estimate the value of the sand filter to be $200,000. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
