Re: Capital Budget
Enclosed is a bill for an ordinance to add an appropriation to Ordinance 21-39, the
Capital Budget, for their"4 Mile Creek Bridge"project and to appropriate $18,000,000 to
the Capital Budget for this project of which$6,000,000 is provided by County and
$12,000,000 by the State.
The Department of Public Works requests that this bill be waived from the Finance
Committee and be placed on the December 8, 2021 Council agenda in order to expedite
this project. If there are any questions, please do not hesitate to call Keone Thompson of
Public Works at 961-8013.

FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2021 TO JUNE 30,
2022.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

A. REQUEST:
The Department of Public Works Engineering Division is requesting an ordinance amending
Ordinance 21-39, as amended, by adding appropriation to the Capital Budget for the following project:
4 Mile Creek Bridge $6,000,000
To expedite the release of State funding to the County,we are requesting to waive the Finance Committee
meeting and be placed on the December 8, 2021 Council meeting agenda.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED
Pursuant to Section 16 of Article III of the State Constitution, HB200 HD1 SD1 became law as Act 088(21),
Session Laws of Hawai'i 2021 on June 24, 2021. This Act appropriated $12,000,000 in State funds for the
design and construction to replace/reconstruct the 4 Mile Creek bridge, which is often used by commuters
between Hilo and Puna. The use of State funds is contingent on the County of Hawai'i providing matching
funds.
This project will design and construct a new reinforced concrete bridge to replace/reconstruct the existing 4
Mile Creek Bridge.The existing one-lane 100-year-old bridge is a historical bridge, and its historic features
will be retained while modernizing and implementing the necessary structural and safety improvements.
Hydrologic and hydraulic studies will determine its associated upstream and downstream channel
improvements to ensure its 100-year storm design conveyance capacity. The intersection at Haihai Street
and Kilauea Avenue will be analyzed to determine what improvements will be needed to be implemented to
accommodate the proposed new 2-lane bridge, all in accordance with AASHTO Design.
