It is my pleasure to nominate George Espinosa of Council District 3 to the Cost of Government
Commission. This revised nomination letter corrects Communication 503, scheduled to be heard
by Committee on December 7, 2021.
Mr. Espinosa brings a wealth of training and experience in administration and personnel
management and is well versed in internal and external audits. He served courageously in the
United States Marine Corp from 1982 to 2012 and encouraged our youth as Deputy Director of
Hawaii National Guard Youth Challenge Academy from 2014 to 2017. He is currently serving
as HR Manager at Big Island Substance Abuse Council (BISAC). If confirmed, he will serve a
term from January 1, 2022, to November 30, 2022.
