Re: Provide Funds to the Daniel R. Sayre Memorial Foundation
The County of Hawaii wishes to provide $250,000 to the Daniel R. Sayre Memorial
Foundation, a 501(c)3 nonprofit organization. The grant will be used in conjunction with
other resources to purchase a helicopter to be donated to the County of Hawaii Fire
Department.
Enclosed is a resolution authorizing the County of Hawaii to provide $250,000 to the
Daniel R. Sayre Memorial Foundation, pursuant to Hawaii County Code (2005 Edition
as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).
We respectfully request that a breach be authorized to submit this resolution after the
November 18, 2021 submission deadline, and to waive it from the Finance Committee in
order to be placed on the December 8, 2021 Council agenda. If there are any questions,

RE: RESOLUTION NO. 281-21 : RESOLUTION AUTHORIZING THE COUNTY
OF HAWAII TO AWARD FUNDS TO THE DANIEL R. SAYRE MEMORIAL
FOUNDATION.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of

Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
