RESOLUTION NO. 284 21
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LA`I`OPUA 2020 FOR
EXPENSES RELATING TO ITS COMMUNITY OUTREACH EFFORTS.
WHEREAS, La`i`opua 2020 is a 501(c)(3) nonprofit organization whose mission is to
provide social, recreational, vocational, educational, and cultural opportunities to the
communities in Kona; and
WHEREAS, one of La`i`opua 2020's community outreach efforts is its cardboard
shredding program, which diverts cardboard from landfills to create garden mulch, high-grade
soil, and packaging material; and
WHEREAS, La`i`opua 2020 is requesting funds for supplies and equipment associated
with the cardboard shredding events; and
WHEREAS, one of the goals of the Department of Liquor Control is to support public
and youth programs that promote educational activities in a drug- and alcohol-free environment;
and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Liquor Control to provide a grant to La`i`opua 2020 for expenses relating to its community
outreach efforts in the Kona Community.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
