Your Committee on Parks and Recreation and Public Safety, to which was referred Bill No. 98,
reports as follows:
Bill No. 98, transmitted via Communication No. 534, from Sue Lee Loy, Council Member for
District 3, dated November 24, 2021, amends Chapter 15, Article 8, Section 15-68.1 of the
Hawaii County Code 1983 (2016 edition, as amended), by amending the Parks and Recreational
Facility Schedule to reflect the naming of the rodeo arena grandstand at the Pana`ewa Equestrian
Center.
This measure would name the rodeo arena grandstand at the Pana`ewa Equestrian Center the
"Alvin `Al' Cabral Rodeo Arena Grandstand" in honor of Alvin"Al" Cabral and amends the
Parks and Recreational Facility Schedule to reflect the same.
Director Maurice Messina from Department of Parks and Recreation was present in Hilo Council
Chambers and explained that the community approached him with a petition to name the rodeo
arena grandstand after Mr. Cabral, and that the Department of Parks and Recreation is in favor of
this naming.
Council Member Sue Lee Loy explained the importance of, and reasons for this naming.
Mrs. Nancy Cabral commented on the enormous amount of work that her husband, Mr. Cabral,
put into the Pana`ewa Equestrian Center over the years, and also expressed her gratitude. Several
other Council Members spoke in favor of the appropriateness of this bill, and the legacy of
Al Cabral.
Your Committee on Parks and Recreation and Public Safety is in accord with the purpose and
intent of Bill No. 98, and recommends its passage on first reading.
