Re: Agreement with University of Hawaii
Enclosed is a resolution to enter into an agreement with the University of Hawaii
Economic Research Organization. Funds of$10,000 will be used to maintain the
Hawaii County Data Portal for the period of July 1, 2021 thru June 30, 2022.

A. REQUEST:
The Department of Research and Development wishes to provide funds of$10,000 for and enter into an
agreement with the University of Hawaii Economic Research Organization (UHERO) to maintain the Hawaii
County Data Portal for the period July 1, 2021 through June 30, 2022. Hawaii Revised Statutes, Section
46-7, requires that County departments obtain the consent of the council to enter into agreements with the
federal or state governments.
B. BACKGROUND AND JUSTIFICATION tUSE ADDITIONAL SHEETS AS NEEDED:
In 2017, the Department of Research and Development engaged UHERO to design and develop a data
portal for Hawaii County to serve as an online "data book" for the County. The original agreement provided
$45,000 to design and launch the portal, and host annually through 2020. The estimated annual hosting
maintenance is $10,000. The Data portal hosted at https://data.uhero.hawaii.edu/coh/and linked from the
R&D Data and Information website at https://www.rd.hawaiicounty.gov/data-information, contains 206
indicators related to economic development, agriculture, construction, energy, tourism, and population. Data
is viewable in table and trendline graphs, and downloadable in PNG and JPEG images, SVG Vector images,
and CSV and PDF formats. Immediate data analysis is available via the portal's "analyzer" feature.

RE: RESOLUTION NO. 288-21 : RESOLUTION AUTHORIZING THE OFFICE OF
THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY '
OF HAWAII ECONOMIC RESEARCH ORGANIZATION
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
