Aloha Council Chair David and Council Members:
It is my pleasure to nominate Scott Nagata of Council District 1 to the South Kohala Community
Development Plan Action Committee.
Mr. Nagata, a longtime Hawaii resident, who has lived in Waimea with his family for the past
ten years, is a designer, organizer, self-motivator and business owner. He is currently employed
as a USPS contracted Postal Carrier based in Waikoloa Village, Executive Secretary to the LDS
Church in Waimea, and the owner of Black Pearl Designs.
Scott holds a Bachelor of Science Degree from Brigham Young University in Laic. As a
proactive, community-based leader, Scott was the key organizer of the Waimea Prepare-a-thou,
an emergency preparedness fair bringing together local companies, government agencies and
individuals. If confirmed,he will serve a term to end December 31, 2026.

RE: Communication No. 545 : Communication to Nominate Scott Nagata to the
South Kohala Community Development Plan Action Committee
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
