Re: Capital Budget
During an annual underground fuel storage tank inspection, it was discovered
that the Kealakehe Refueling Station was not in compliance with EPA
regulations. The underground diesel fuel tank for the emergency generator has
steel fuel piping, does not have an overspill containment fill box nor an
overspill valve, and is not connected to the Police computerized monitoring
system. In addition, 2 existing underground gasoline tanks need upgrades, the
electrical wiring must be replaced, overspill containment fill boxes and overfill
valve installed and monitoring and sump manholes installed.
Enclosed is a bill for an ordinance appropriating $300,000 for this upgrade
project.

A. REQUEST:
Upgrade Kealakehe Refueling Station to be in compliance with "EPA" regulations. Requesting
$300,000.00 to do repairs which include fees for consultant contract for the subject.
B. BACKGROUND AND NSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI:
Annual underground fuel storage tank inspection indicated that the Kealakehe Refueling
Station is not in compliance with EPA regulations.
Underground diesel fuel tank for the emergency generator has steel fuel piping, does not have an
overspill containment fill box nor an overspill valve and is not connected to our computerized
monitoring system, all of which is not in compliance with EPA regulations.
Two existing underground gasoline tanks must be upgraded. The electrical wiring must be
replaced, overspill containment fill boxes and overfill valve installed and monitoring and sump
manholes installed.
