SUBJECT: TRAFFIC CODE AMENDMENT:
KALAPANA-KAPOHO BEACH ROAD — NO PARKING ON PAVEMENT
KALAPANA-KAPOHO BEACH ROAD — NO PARKING AT ANYTIME
We request the Hawaii County Code, Chapter 24, Article 10, Division 5, Section 24-
279, Schedule 27, Parking on pavement prohibited at all times, subsection (g), Puna, of
the Hawaii County Code 1983 (2016 Edition, as amended), be amended by adding a
new listing to be appropriately inserted alphabetically and to read as follows:
• Kalapana-Kapoho Beach Road, on the south (makai) side, from Oliana Drive to
the Kehena Beach Parking lot.
• Kalapana-Kapoho Beach Road, on the north (mauka) side, from a point four
hundred feet southwest of Oliana Drive and extending four hundred fifty feet in
the southwesterly direction.
• Kalapana-Kapoho Beach Road, on the north (mauka) side, from a point one
thousand feet southwest of Oliana Drive and extending one hundred fifty feet in
the southwesterly direction.
• Kalapana-Kapoho Beach Road, on the north (mauka) side, from a point one
thousand three hundred eighty-five feet southwest of Oliana Drive and extending
four hundred forty-five feet in the southwesterly direction.
The purpose of this amendment is to establish parking areas off the travel way based
on concerns that vehicles are inadvertently obstructing the roadway when parked.

We also request the Hawai'i County Code, Chapter 24, Article 10, Division 5, Section
24-280, Schedule 28, No parking at any time, subsection (g), Puna, of the Hawaii
County Code 1983 (2016 Edition, as amended), be amended by adding a new listing to
be appropriately inserted alphabetically and to read as follows:
• Kalapana-Kapoho Beach Road, on the north (mauka) side, from Oliana Drive to
a point four hundred feet in the southwesterly direction.
• Kalapana-Kapoho Beach Road, on the north (mauka) side, from a point eight
hundred fifty feet southwest of Oliana Drive and extending one hundred fifty feet
in the southwesterly direction.
• Kalapana-Kapoho Beach Road, on the north (mauka) side, from a point one
thousand one hundred fifty-five feet southwest of Oliana Drive and extending two
hundred thirty-five feet in the southwesterly direction.
The purpose of this amendment is to prohibit parking to provide adequate sight distance
from driveways between Oliana Drive and the Kehena Beach parking lot to safely allow
ingress/egress of private properties.
