Roth dated <br /> November 15, 2021, nominates George Espinosa of Council District 3 to the Cost of Government <br /> Commission. <br /> Executive Assistant to the Mayor Pomaika`i Bartolome introduced the nominee. Mr. Espinosa brings <br /> training and experience in administration and personnel management and is well-versed in internal and <br /> external audits. Mr. Espinosa served in the Marine Corps and was Deputy Director of Hawaii National <br /> Guard Youth Challenge Academy. If confirmed, Mr. Espinosa will serve a term from January 1, 2022 to <br /> November 30, 2022. <br /> Communication No. 503.1, transmitted by the Honorable Mayor Mitchell D. Roth dated <br /> November 30, 2021, provides a correction that Mr. Espinosa is the Human Resources Manager of Big <br /> Island Substance Abuse Council (BISAC)rather than President as was previously stated in <br /> Communication No. 503. <br /> Mr. Espinosa provided a brief background on his experience, emphasizing his knowledge of auditing <br /> and the processes of departments and organizations. <br /> Committee Member Ashley L.
